Construction Managers


Job Description

Our Construction managers are involved in all aspects of construction projects from pre-construction to project close-out. The Construction Manager communicates and negotiates directly with subcontractors and owners concerning project cost and scheduling. Prepares project status reports and works to ensure that the project is completed on time and within budget.

 Job Duties and Responsibilities:


  • Preparation and submittal of construction bid estimates;

  • Preparation and submittal of construction management proposals;

  • Scheduling, coordinating and overseeing the entire construction process;

  • Prepare and track all RFIs, Change Orders, Payment Applications, As-Built Records, etc.;

  • Ensure that all safety precautions are adhered to by the construction workers on site;

  • Prepare punch-list audit for each project and ensure that all punch-list items are completed prior to final inspection and close-out;

  • Manage project close-out and final documentation.  

    Job Qualifications:

  • Bachelor's degree in Construction Management, Engineering or equivalent experience;

  • Experience working on multiple construction projects;  

  • Ability to read and understand drawings and specifications;  

  • Positive Attitude;

  • Strong organizational skills, time management, and excellent follow-up skills;

  • Ability to communicate clearly and effectively in writing and verbally.

  • Strong computer skills and proficiency in Microsoft Office programs including Microsoft Project, Sure-Track Scheduling, Means Estimating and other Construction Software;

Senior Project Engineer - Transportation/Roadway Design

The Senior Project Engineer acts as an authorized agent of the company and is responsible for the delivery of technically sound products that meet internal and external client expectations, on time and on/under budget. The Senior Project Engineer makes significant design decisions with limited input by the Project Manager for assigned projects. These engineers may assist with marketing and business development work and act as task leader or project manager for assigned projects.   

 Essential Duties and Responsibilities

  • As an individual contributor, uses professional judgment to direct and independently complete assigned engineering designs. 

  • Actively assists the Project Manager, or may act as project manager, and assigns tasks and schedules to Staff Engineer, Project Engineer and non-exempt project team members, answers questions, and monitors progress.

  • Checks the accuracy (formal and informal QA/QC) of assigned tasks completed by other engineering and technical staff.

  • Makes major design decisions that meet the needs of external customers while coordinating the impact of such decisions on related project efforts.

  • Pro-actively identifies technical, schedule or financial issues and seeks resolution from the Project      Manager and/or the client, as appropriate to the situation. 

  • Assists the Client in bidding or contractor selection if authorized by the Project Manager.

  • Responds to contractor questions and issues and prepares and issues project addenda as needed.

  • Recommends and prepares change orders.

  • Participates in the creation of engineering services proposals, including the calculation/estimation of time schedules and costs of the proposed work. 

  • Signs and seals engineering documents as an authorized representative of the company.

  • Independently communicates on technical matters with the client.

  • Acts as technical expert on assigned projects when operating as an individual contributor, and acts as Project Manager on smaller scope or specialty projects as assigned. 

Job Requirements

  •    Must have a Bachelor’s (B.S.) or Master’s (M.S.) degree in Civil Engineering.

  •    10 or more years of related WisDOT roadway/highway design experience and a demonstrated ability to act as an authorized agent of the company to sign engineering documents.   

  •    Demonstrated experience as a design task leader with the desire to become a Project Manager is highly preferred.

  •    Roadway design and transportation project experience is required.  Roadway drainage design experience is a plus.

  •    Knowledge of WisDOT FDM design standards and WI Standards for Highway and Structure Construction

  •    Experience completing the PS&E process as described in the WisDOT FDM, C&M Manual and Final Process

  •    Knowledge and experience with WisDOT Design and Construction

  •    Experience working with AutoCAD Civil 3D or Microstation / Inroads experience is preferred.

 Certificates, Licenses, and Registrations

•         Must hold current Professional Engineer (P.E.) certification in the State of Wisconsin.

•         The employee must be capable of driving/operating a motor vehicle for company business, and maintain a valid driver’s license in the state of Wisconsin.

 Language Skills

Must possess strong technical verbal and technical writing skills, and be able to read technical literature and engineering plans.

 Reasoning Ability

Must possess strong analytical and problem solving skills, and be able to apply professional knowledge to the solution of both routine and non-routine tasks and engineering activities.

 Relationship to Others

This position reports directly to the Project Manager and is responsible for providing mentoring to less-experienced staff members in order to upgrade the overall talent level in the company. A willingness to help others meet critical deadlines is required.

We are currently seeking an experienced Staff Engineer to join our Transportation/Roadway design team. The position is located in our Milwaukee, WI office.

 Primary responsibilities include:


  • Preparation of transportation infrastructure design reports;

  • Plan production of  highway design projects from inception to completion;

  • Design of highway horizontal geometry, profiles, and grading;

  • Design and analysis of drainage systems and storm water management infrastructure;

  • Design of pavements, markings/signs, including highway guide signs;

  • Preparation of Right of Way plans;

  • Design of traffic management plans (TMP).  

Job Requirements

  • BS in Civil Engineering with an emphasis on Transportation/Roadway Design;

  • Minimum of 4 years experience, which should include significant experience working as a Transportation Engineer on WisDOT projects;

  • PE in the State of Wisconsin preferred;

  • Good written and verbal communication skills;

  • Familiarity with AutoCAD Civil3D and drainage analysis software is required. 


Business Development Associates (BDA)


Job Description

The primary role of the Business Development Associate (BDA) is to prospect for new clients by networking, cold calling, advertising or other means of generating interest from potential clients. The BDA must then plan persuasive approaches and pitches that will convince potential clients to do business with the Toki. The BDA must develop a rapport with new clients, and set targets for sales and provide support that will continually improve the relationship. The BDA is also required to grow and retain existing accounts by presenting new solutions and services to clients.

The BDA will work with mid and senior level management, marketing, and technical staff. The BDA will manage the activities of others responsible for developing business for the Toki. Strategic planning is a key part of this job description, since it is the Business Associate’s responsibility to develop the pipeline of new business coming in to the company. This requires a thorough knowledge of the market, the solutions/services Toki can provide, and of the company’s competitors. The main duties of the Business Development Associate are summarized as follows:

New Business Development

 Prospect for potential new clients and turn this into increased business.

  • Cold call as appropriate within your market or geographic area to ensure a robust pipeline of opportunities. * Meet potential clients by growing, maintaining, and leveraging your network.

  • Identify potential clients, and the decision makers within the client organization.

  • Research and build relationships with new clients.

  • Set up meetings between client decision makers and company’s practice leaders/Principals.

  • Plan approaches and pitches. * Work with team to develop proposals that speaks to the client’s needs, concerns, and objectives.

  • Participate in pricing the solution/service.

  • Handle objections by clarifying, emphasizing agreements and working through differences to a positive conclusion. * Use a variety of styles to persuade or negotiate appropriately.

  • Present an image that mirrors that of the client.

    Client Retention

  • Present new services and enhance existing relationships.

  • Work with technical staff and other internal colleagues to meet customer needs.

  • Arrange and participate in internal and external client debriefs.

    Business Development Planning

  •  Attend industry functions, such as association events and conferences, and provide feedback and information on market and creative trends.

  • Present to and consult with senior level management on business trends with a view to developing new services.

  • Identify opportunities for campaigns, services, and channels that will lead to an increase in sales.

  • Using knowledge of the market and competitors, identify and develop the company’s unique selling propositions and differentiators.

    Management & Research

  • Submit weekly progress reports and ensure data is accurate.

  • Ensure that data is accurately entered and managed within the company’s CRM or other sales management system.

  • Forecast sales targets and ensure they are met by the team.

  • Track and record activity on accounts and help to close deals to meet these targets.

  • Work with marketing staff to ensure that prerequisites (like prequalification or getting on a vendor list) are fulfilled within a timely manner.

  • Ensure all team members represent the company in the best light.

  • Present business development training and mentoring to business developers and other internal staff.

  • Research and develop a thorough understanding of the company’s people and capabilities.

  • Understand the company’s goal and purpose so that will continual to enhance the company’s performance.


    Business development Associate position requires a bachelor’s degree and 3-5 years of sales or marketing experience.
